Philadelphia Inquirer Letters to the Editor October 24, 1999 Philadelphia rape casesThe Inquirer deserves lots of credit for its stories on the Philadelphia Police Department's disgraceful treatment of cases involving sexual assault (Inquirer, Oct. 17-18). No wonder women feel scared. It's bad enough having rapists stalking women.
