The residency requirement for Police and Fire department jobs limits competition and excludes thousands of excellant candidates. Do you intend to elliminate this archaic practice? Why or why not?

The residency requirement for the Police Department was recently modified by Council, to allow recruiting at military bases. As Mayor, I will extend this requirement to all applicants. Thus we will be able to recruit all over the country in order to get the best officers for our city, while still requiring them to establish residency in the city within six months of their hire.

It is past time that the leaders of this city acknowledge that our infrastructure is crumbling, in part because it was built to maintain a citizenship of 2.1 million, and we have since declined to only 1.4 million. Our capital budget must reflect this harsh reality, and place an emphasis on accelerating the schedule for repairs to those neighborhoods most in need, while still maintaining our current fiscal balance.

What programs would you develop to decrease the number of truancies that we have today?

Our public safety plan lays out a comprehensive approach to decreasing truancies, with the goal of dramatically reducing juvenile crime, based upon the very successful model used in Boston.

Briefly, this program would combine a zero-tolerance policy of truancy, a much tough approach to juvenile crime, increased visitation of at risk youth by police and probation officers, and community oriented programs designed to keep kids out of trouble.

I believe I will be able to use my influence in Harrisburg to convince the Governor and General Assembly to provide more funds for job training and placement, and I would continue to encourage specific public-private ventures, like those currently being done through the Private Industry Council. Finally, the most important part of my plan for helping those coming off of welfare is to improve the city's economy and fiscal climate, because only when more jobs and employers come into the city will we be able to find jobs for all.

The most important thing is voter education; we as community leaders and candidates for office must persuade each citizen that every election has real consequences on their lives, and that their participation can shape the impact of those consequences. It is my sincere hope that this May election will have a very high turnout, in part because of the inclusive campaign that I have run from the very beginning.

How will you develop and keep a positive working relationship with City Council?

I think I am uniquely qualified, due to my diverse background and my past political experience, to continue the Rendell legacy of close cooperation on Council.

I have strong relationships with many current Council people and candidates of both parties, and I as Mayor will be able to prevail upon each of them to keep the best interests of the entire city in mind at all times, while also always leaving my door open to any Council member who wishes to speak with me.

All city services will be required, in the Weinberg Administration, to meet certain levels of satisfaction. Neighborhood streets will be improved, and they will be done quicker, because each neighborhood will have easier access to city services.

The Weinberg Administration will make our neighborhoods safer with a two-pronged strategy: by increasing the number of police on the streets and then giving them the tools they need to fight crime effectively.

The Police Department must continue focusing its resources on criminal offenses that generate more crime such as illegal drug use and juvenile crime. The City must also make a firm commitment to provide police officers with the equipment that they require to accomplish this goal. This includes putting more officers on the street, expanding police training for recruits and veteran officers and integrating state-of-the-art crime fighting technology into daily police operations.

I have proposed that the city and School District's budgets be consolidated, and when that happens, city social workers will be funded and available at each school to assist students with any such serious concerns as abuse at home.

Philadelphia will be a better place to live if we improve our schools. Too many young professionals leave the city as soon as they have children. Further, if we improve the general public safety of the city, and continue to maintain fiscal prudence while improving our business climate through various economic development means, I believe that the Weinberg administration will actually see a net increase in the Philadelphia population.

I am uniquely qualified for the job of Mayor, having been born and raised here, having received an education in its schools, fought crime in its courtrooms, taught students in its classrooms, looked out for taxpayer money as City Solicitor, and maintained peace amongst conflicting partisan needs as chair of the Democratic Party. I am a consensus-builder who has the right background and experience to get the job done.

Whenever I speak of public safety and the need for a more active and visible police force, I always add that the cornerstone of my public safety plan is to improve the training of all of our officers, especially the recruits. Only through improved education and a zero-tolerance policy can we prevent police brutality.

What qualities do you feel are neded to be Mayor?

I believe a good mayor needs to be someone that comes from a diverse background and is used to taking leadership positions and making tough decisions on a day-to-day basis. Our next mayor is going to have to show compassion, discipline, and resolve, and as I mentioned above, I believe I have those qualities.
