About 14 residents attended this forum, which was moderated by Dick Gross, Chris Satullo, Louise Giuliano and Michelle Charles.

Discussions in small groups produced five priority areas in which Philadelphia transformed itself between now and 2010:

*Education

*Environment

*Economic development

*Quality of life

*Crime

Representatives of these small groups stressed how ''intertwined'' these five areas are. Optimal progress in economic development, for example, was considered to be closely linked to improvements in the educational system.

One subject that caused sharp disagreement in a small group: whether law enforcement in Philadelphia is applied differentially by race.

Here are some of the specific recommendations that had substantial support:

*mentoring programs for school children

*smaller class sizes

*making schools into community learning centers

* a back-to-basics approach for lower grades; an emphasis on college prep in middle school and high school

*cutting down on eyesores and panhandling

*encouraging small-business growth in the neighborhoods

*more funding for single occupancy homes to shelter homeless

*more mentoring by police in the schools

*a crackdown on gun possession

*more reliance on boot camp programs for criminals
