Will Katz be the Rizzo of 1999?The dynamics in the mayoral contest between John Street and Sam Katz are a replay of Wilson Goode's re-election against Frank Rizzo in 1987. Mayor Goode proved that a black man could beat Rizzo, not just once, but twice, back to back, and do what no white man could do against Rizzo - have him feel the agony of defeat. Street and Katz are not as popular as Goode and Rizzo. But they are cast in a smaller version of that race. Street will replay what Goode did and Katz will hopefully learn from Rizzo's mistakes. Rizzo showed, in broad policy decisions in city services, that if you were black, you were second. Blacks returned the favor in 1983 and 1987. Katz has to assure blacks they will not be second- class citizens under his administration. If he doesn't, Katz will become three-time loser Sam, and even the spirit of Frank Rizzo will feel sorry for him. JOSE DeLEON Philadelphia
