NeighborhoodsThe central problem with Philadelphia neighborhoods as the Citizen Voices describe it is:Philadelphia's neighborhoods aren't working well enough for the people living in them, and aren't appealing to enough people looking for a new place to live.
This framework gives an overview of neighborhoods as it plays out in Philadelphia, describing three different choices for dealing with the issue.
This framework formed the basis for deliberation at the Citizen Voices Issue Conventions held on Saturday, April 24, and will be used again in the Fall before the general election.
