Neighborhoods

The central problem with Philadelphia neighborhoods as the Citizen Voices describe it is:

Philadelphia's neighborhoods aren't working well enough for the people living in them, and aren't appealing to enough people looking for a new place to live.

This framework gives an overview of neighborhoods as it plays out in Philadelphia, describing three different choices for dealing with the issue.
