The central problem with jobs in Philadelphia as the Citizen Voices describe it is:

Not enough Philadelphians have jobs that pay a living wage.

This framework gives an overview of jobs as it plays out in Philadelphia, describing four different choices for dealing with the issue.

This framework formed the basis for deliberation at the Citizen Voices Issue Conventions held on Saturday, April 24, and will be used again in the Fall before the general election.
